Natural Medicine Handlers

Who is a handler? 

A “Natural Medicine Handler License” means a license issued by the State Licensing Authority pursuant to the Natural Medicine Code, to a natural person who is not an Owner. Any natural person who is not an Owner, who has unrestricted access to Regulated Natural Medicine or Regulated Natural Medicine Product or handles Regulated Natural Medicine or Regulated Natural Medicine Product, must hold a Natural Medicine Handler License. For purposes of these Rules, handling Regulated Natural Medicine or Regulated Natural Medicine Product means the cultivation, manufacturing, testing, storage, distribution, transport, transfer, or dispensation of Regulated Natural Medicine and Regulated Natural Medicine Product. 

All Applicants for a Handler License must meet the following criteria before receiving a License:

  • The Applicant must pay any application fees and license fees pursuant to Rule 2005.
  • The Applicant’s name-based criminal history background check must not identify disqualifying convictions pursuant to Rule 2135.
  • The Applicant is at least 21 years of age.
  • The Applicant has timely filed tax returns, timely paid all taxes, and timely cures any tax deficiencies related to a Natural Medicine Business.
  • The Division has not received notice that the Applicant has failed to comply with a court or administrative order for current child support, child support debt, retroactive child support, or child support arrearages.
  • The Applicant establishes that he, she, or they are not an officer or employee of a Natural Medicine licensing authority in the state of Colorado.
  • The Applicant establishes that he, she, or they were not a State Licensing Authority employee with regulatory oversight responsibilities for individuals or Natural Medicine Businesses licensed by the State Licensing Authority in the six months immediately preceding the date of the Applicant’s application.
     

If the Applicant is a licensed Facilitator, Clinical Facilitator, or a Training Facilitator with a DORA issued license number, they will qualify for a reduced fee per Rule 2005.

The Natural Medicine Division encourages you to submit your application digitally using the ML1 web portal featured in the blue link above. You can submit your application using your computer, phone, or another device  - be aware that you will need to pay your full application fee at the time of submission.

Please review your application and ensure you have provided your complete address, including any apartment number.

If you don't wish to submit an online application, note that all hard copy applications and documentation must be submitted on single-sided 8.5 x 11-inch paper.

Applications can be submitted in person (by appointment only) or by mail with all attachments and requisite fees:

You will need to complete and sign the following forms that accompany the main application form:

  • Affirmation & Consent
  • Tax Check Authorization
  • Applicant’s Request to Release Information

    Note: Incomplete applications will not be processed. Applicants must collect the incomplete application and fees from the Lakewood office prior to the end of the next business day after they are notified of an incomplete application.
