Under the Natural Medicine Code, the State Licensing Authority (DOR Executive Director Heidi Humphreys) is responsible for establishing expectations and requirements for someone who is interested in participating in the Regulated Natural Medicine Program. Participation could include holding a Natural Medicine Business license, an Owner license, or a Natural Medicine Handler license. Additionally, the State Licensing Authority must establish a schedule of application, licensing, and renewal fees in rules, and review those fees at least annually. The Division will announce any proposed rulemaking to all stakeholders by email, so if haven't already, sign up for Division notifications.
The Division facilitates much of the rulemaking process by drafting proposed rules and revisions, soliciting public comments, and hosting public meetings to discuss the proposed rules and revisions. While the Division facilitates the rulemaking process, the State Licensing Authority is the final decision-maker. All DOR Natural Medicine Division rulemaking materials may be found in the Division's Public Resources Folder-Rulemaking Materials. The Division accepts comments on the rules throughout the year, even if there is not an open rulemaking proceeding - submit written comments using this form.
The Division coordinated closely with the Natural Medicine Advisory Board (NMAB) and our partners at the Department of Regulatory Agencies (DORA) to ensure all Rulemaking Meetings worked in tandem with the NMAB’s work and avoided duplication. The calendar on the Division's homepage includes all DOR, DORA, and CDPHE meetings to assist stakeholders.
