About Us

Natural Medicine Division

The Colorado Department of Revenue's Natural Medicine Division licenses and regulates natural medicine businesses - healing centers, cultivations, manufacturers, testing facilities, and their owners and employees. The Division was created following the enactment of SB23-290, which entrusted the Department of Revenue with the responsibility to regulate and license various aspects of natural medicine operations in Colorado. The Division collaborates closely with the Division of Regulatory Agencies (DORA) and the Natural Medicine Advisory Board, facilitated by DORA, to develop rules and processes.

The Division began accepting license applications on December 31, 2024, and approved the first healing center license in April 2025.

Senior Director

Dominique Mendiola

Dominique Mendiola is the Senior Director of the Marijuana Enforcement and Natural Medicine Divisions, responsible for the licensing and regulation of cannabis and natural medicine operations in Colorado.

Mendiola first joined the Division in 2014, where she served in several roles before her appointment toSenior Director in 2021. She has supported and led a wide array of the Division’s operations, from oversight of the agency’s administrative enforcement actions, to business licensing, legislative testimony, rulemaking, and public engagement. In 2018, former Gov. John Hickenlooper announced Mendiola as Colorado's Director of Marijuana Coordination, a role she held through the end of his term.

Mendiola is a voting member in the Cannabis Regulators Association (CANNRA), a nonpartisan association of government agencies involved in cannabis regulation. She was elected to CANNRA’s Executive Board in 2022 and from 2024-2025 served as CANNRA President. Prior to joining the Department, she practiced law in Texas and Colorado.

Deputy Director

Kyle Lambert

Kyle Lambert is the Deputy Senior Director of the Marijuana Enforcement and Natural Medicine Divisions, where he leads a large scope of the Divisions’ operations, including data analytics and reporting, testing,  compliance s and enforcement teams. Lambert first joined the Department in 2014 and during this time managed intelligence oversight, training, and compliance investigations for the division. 

He also leads the agency’s Science & Policy Forum, which he helped establish in 2018 and co-facilitates with the state’s public health department. The public forum convenes scientists, academics, policy representatives, public health officials, and other stakeholders to examine and inform agency and collective approaches to public health and safety matters in cannabis regulation.

Prior to joining the MED, Lambert was a physical education teacher and lacrosse coach at Columbine High School in Littleton. He has his bachelor's degree in education from SUNY-Cortland and his master's degree in education from Grand Canyon University.

Director of Policy and Regulatory Affairs

Allison Robinette

Allison Robinette is the Director of Policy and Regulatory Affairs for the Marijuana Enforcement Division and the Natural Medicine Division within the Colorado Department of Revenue, where she leads the Division’s engagement in the legislative process and legislation implementation through rulemaking and compliance assistance efforts.

Previously, Robinette represented state agencies, including the Marijuana Enforcement Division, the Liquor Enforcement Division, the Division of Water Resources, and the Colorado Water Conservation Board as both general counsel and litigation counsel in her position as Assistant Attorney General at the Colorado Attorney General’s Office. As an Assistant Attorney General, Robinette appeared before Boards and Commissions, in administrative hearings, and in district court, water court, and the appellate courts on behalf of her state agency clients.

Robinette has a law degree and legal certificate in environmental and natural resources law from the University of Denver Sturm College of Law and a bachelor's degree in Public Communication, with a minor in International Studies, from Truman State University.

Director of Licensing

Kasey Speyer

Kasey Speyer is the Director of Licensing for the Department of Revenue Marijuana Enforcement Division and Natural Medicine Division and leads the occupational and licensing processes for each division. Previous to this role, Speyer served as the Chief of Staff for the Division of Professions and Occupations within the Department of Regulatory Agencies.

Prior to state employment, Speyer held leadership positions in the private sector, overseeing clinical and customer service teams and providing direct mental health care in a variety of settings. She has an MBA from Regis University, a master's degree in Science from the University of Tasmania, Hobart, Australia, and a master's degree in Education from Springfield College.
