Natural Medicine Production
Colorado regulations define a Natural Medicine Product Manufacturer as "a person who manufactures Regulated Natural Medicine Products for transfer to a Healing Center, Facilitator, or to another Natural Medicine Products Manufacturer."
An application for a Product Manufacturer License must include the following information:
- Documentation demonstrating that the address for the proposed Licensed Premises is permitted under the Local Jurisdiction’s applicable zoning laws for the manufacturing, storage, distribution, or transfer, of Regulated Natural Medicine and Regulated Natural Medicine Product.
Extraction Endorsement- An applicant who wishes to use an extraction process to manufacture and transfer chocolate, gelatin- or agar-based gummies, pressed tablets, or tinctures must indicate on the application they are applying for an extraction endorsement and include the extraction endorsement fee.

After you have reviewed the PDF, you have the option to fill out your application online by clicking the icon below. Please don't fill out the linked PDF application until you decide whether you want to submit a hard copy or apply digitally. The PDF is only for a hard copy submission.
All Natural Medicine Businesses must be accompanied by an Owner application for each person who has an ownership interest in the business. We cannot process an application without full ownership information.

Application Checklist
The Natural Medicine Division encourages you to submit your application digitally using the ML1 web portal featured in the blue link above. You can submit your application using your computer, phone, or another device - be aware that you will need to pay your full application fee at the time of submission.
Please review your application and ensure you have provided your complete address, including any apartment number.
If you don't wish to submit an online application, note that all hard copy applications and documentation must be submitted on single-sided 8.5 x 11-inch paper.
Applications can be submitted in person (by appointment only) or by mail with all attachments and requisite fees:

PLEASE NOTE: If you are using FedEx or UPS to mail anything to the NMD, please use the physical address above as these vendors will not deliver to a Post Office box.
You will need to complete and sign the following forms that accompany the main application form:

- Tax Check Authorization
- Applicant’s Request to Release Information
Note: Incomplete applications will not be processed. Applicants must collect the incomplete application and fees from the Lakewood office prior to the end of the next business day after they are notified of an incomplete application.
