Natural medicine regulation

The licensing and regulation of natural medicines in Colorado falls under two state agencies: the Department of Revenue (DOR) and the Department of Regulatory Agencies (DORA). DOR will license and regulate natural medicine businesses – healing centers, cultivations, manufacturers, testing facilities, and their owners and employees. DORA will regulate and license facilitators of natural medicine services. Folks interested in becoming a licensed facilitator may visit the DORA Natural Medicine web page for more information on licensing requirements.

Where we are now

DOR and DORA have completed the public rulemaking process to implement SB23-290: Natural Medicine Regulation and Legalization, which Gov. Jared Polis signed into law in May 2023. Both agencies anticipate accepting license applications no later than Dec. 31, 2024.

The DOR hosted seven rulemaking work group meetings from March to July 2024 to present and discuss draft rules, culminating in a final rulemaking hearing on July 25. Facilitators may visit the DORA implementation timeline to learn more about DORA’s rulemaking process for facilitator licensing.

The DOR’s rulemaking meetings followed 11 public listening sessions hosted by the Natural Medicine Division since August 2023. You may access materials from the listening sessions on NMD’s Listening Sessions page.
